Industrial Cluster: Qimen Electric Power Supports The "Butterfly Transformation" Of Clothing Industry Upgrading

Entering the production workshop of Turandot Garments Co., Ltd. located in Longmentan Garment Industrial Park, Qimen County, the running sound of electric sewing machines rises one after another, workers are stepping up to make orders, and pieces of ready to wear are being delivered from the warehouse in succession. "Our whole production process relies on power supply. Once the power is cut off, the whole batch of products will be scrapped, and the loss will be incalculable. The power supply company regularly visits the site to check the potential safety hazards, which makes our production more secure." Wang Xianjun, the general manager of the enterprise, thanked the employees of Qimen County Power Supply Company who came to carry out the electricity inspection.

There are more than 100 garment production and processing enterprises in Qimen County, which are distributed in residential areas and garages in various towns and counties. The enterprises are small in scale and difficult to manage. In order to strengthen the management of garment production operators and guide the upstream and downstream cluster development of garment enterprises, Qimen County will invest 150 million yuan to build a garment production and sales platform in 2021. The county clothing leading enterprise Turandot will take the lead to establish a clothing industrial park in the mode of "leading+cluster development".

Since the completion of the garment industrial park, the number of enterprises settled has increased rapidly. Qimen County Power Supply Company has built various power supporting facilities in advance according to the power consumption situation and future planning of the industrial park. It has completed a batch of power grid projects such as the relocation of the main line of the industrial park and the upgrading of the 10 kV distribution network. It has built and renovated 4.5 kilometers of 10 kV overhead lines, 0.91 kilometers of cable lines, and installed and increased two transformers to meet the new power demand of the industrial park.

"In the clothing industry park, industries are concentrated, workers are gathered, especially the basic supporting facilities such as electricity are complete, and services are in place. At present, the business scale of our factory has tripled." Wang Chunlin, head of Qimen Yishang Clothing Factory, said.

In order to quickly respond to the power demand of garment processing enterprises, Qimen County Power Supply Company launched the "1+3" team service, with the main head of the marketing department as the "project leader", the head of the marketing industry expansion, professional departments to provide technical support, and the local power supply office to track the whole process, forming a service force. In May 2021, Yishang Garment Factory settled in Qimen County Service Industrial Park. The "1+3" team cooperated to quickly complete the preliminary work of power supply, and completed the power transmission in only 5 working days.

"The brand new factory buildings and perfect supporting facilities have created a good environment for Qimen County's investment promotion," said He Peng, head of Qimen County's Science, Commerce, Industry and Information Technology Bureau. Up to now, Qimen County Garment Industrial Park has attracted 63 enterprises, including 4 enterprises above designated size, more than 2000 employees, with an annual production of 2 million pieces of ready to wear and an annual output value of 200 million yuan.

In addition, in the development of the service clothing industry, Qimen County Power Supply Company also continues to optimize the "power supply+energy efficiency service" initiative, push energy efficiency bills and comprehensive energy efficiency diagnosis reports for enterprises "point-to-point", answer questions and solve doubts on the spot, help enterprises scientifically adjust production shifts, reasonably use the time-sharing electricity price policy, and reduce energy costs.

"In 2024, our orders will increase by 35% to 40%. In the process of increasing production, the power supply staff will guide us to carry out off peak power consumption and help us to transform the non energy saving lamps in the factory, which will help us reduce energy consumption costs in many ways." Li Gengliang, the head of Ruiteng Garment Factory, said, "Now, the monthly power consumption of our factory has dropped from more than 2000 degrees before the transformation to more than 1700 degrees, saving more than 1500 yuan of electricity charges per month."

In order to further promote the cluster development of the clothing industry, Qimen County has also accelerated the construction of e-commerce logistics industrial zone and outdoor supplies tide industrial zone in the clothing industrial park. At present, the e-commerce logistics industrial zone with an investment of 90 million yuan has been completed and put into operation, and the outdoor product tide industrial zone project with an investment of 110 million yuan is also being steadily and orderly promoted. It is expected to be officially put into operation in the second half of 2025.

"In the future, we intend to open up the upstream and downstream, so as to realize production in Qimen, sales in Qimen, and logistics delivery in Qimen." Wang Xianjun said, "Through the settlement of brands and the cultivation of e-commerce, we will highlight the docking and undertaking of the whole industrial chain of clothing and apparel, so that more high-quality clothing enterprises can settle in Qimen County."
