The Implementation Plan emphasizes the requirements for cotton processing enterprises to participate in quality traceability: cotton processing enterprises must be publicized by the XPCC's cotton target price policy in 2023, and the evaluation result of the last year's honest operation is Grade A or Grade B, the area of seed cotton storage yard reaches 6000 square meters and above, and have cotton quality traceability software and hardware; When purchasing seed cotton, cotton farmers give unique identification codes to cotton rolls by brushing their ID cards, and cotton processing enterprises purchase seed cotton by varieties and stack seed cotton by traceability units according to "one trial and five determinations"; When processing, it is processed according to the traceability unit, grading and grading; The unique identification code is used to associate the seed cotton sales information of the actual cotton grower with the processing enterprise and the notarized inspection result information, so as to achieve accurate traceability from the actual cotton grower to the lint inspection result.

 

The Implementation Plan specifies the time limit requirements for cotton quality traceability: before August 31, 2023, the actual cotton growers involved in cotton quality traceability shall complete the establishment of quality traceability units, and cotton processing enterprises shall complete the declaration of qualification for participating in cotton quality traceability; Before 24:00 on January 31, 2024, the actual cotton growers involved in cotton quality traceability can be included in the subsidy statistics only after they sell the seed cotton to cotton quality traceability processing enterprises as required; Before 24:00 on March 15, 2024, cotton processing enterprises involved in cotton quality traceability shall complete the processing and warehousing of seed cotton involved in quality traceability delivery.
